Authoring Refcardz - How do I Submit a Refcardz Candidate?

How do you choose topics and authors for refcardz? How can I get in contact with the editors about whether there is enough interest in a topic before I put a lot of work into it? Which standards, tools or templates would I need to use in order to create a Refcard?
