The DevOps tool Chef got it's humble beginning as a cloud instance configuration management and deployment tool.  Now it can also work with on-premise infrastructure but it still hasn't been forgotten by the cloud community.  Abiquo, a cloud managment platform that includes an open source community edition, recently added support for Chef.

Abiquo version 2.0 deepens its capabilities in management, automation, self-service and governance, as well as extending functionality to include unlimited multi-currency pricing models for chargeback, show-back and show-forward, a new customizable portal to enable “fast-track” provisioning services, and enhanced orchestration and automation features, including full integration with Opscode Chef.  --Abiquo

Abiquo 2.0 will also have very granular pricing based on a variety of consumption variables.
