An interesting new market has just come available to Android developers for the first time: Iran.

Iran has had a history of strict Internet censorship, including blocking some of Google's biggest services including YouTube, Search and (from 2009 to October of 2012) Gmail. Though Gmail was unblocked in Iran in 2012, Google reported in June of this year that it had discovered that the Iranian government was spying on its citizens with Gmail accounts through elaborate phishing schemes. 

Yesterday, the Android Developers Google+ account announced that free Android apps will now be available for publication in Iran. Only free apps will be publishable, with paid apps and apps with in-app billing not available for publication.

The announcement is currently a bit cryptic, but it at least seems that the inability for Android developers to publish apps in the Google Play store in Iran was Google policy and not a direct result of Google Play being blocked in Iran. 

Details of the story are still developing, but Android developers interested in publishing their free apps in Iran can now visit the "Pricing & Distribution" page in the developer console and select the checkbox for Iran.
