Are there really 62,000 social enterprises in the UK?

In June 2012, Baroness Byford said that there are "Some 62,000 [social enterprises] in Britain today."

The Baroness was using the widely accepted numbers published by the UK Department of Trade and Industry, but David Floyd of The Guardian looked into the number to see whether it was true. 

He argues that estimates on the number of social enterprises in the UK is actually much larger - that there are actually 68,000. 

I guess it all depends on your definition of a Social Enterprise.
