It's also pretty recent – released in June.  I think that Heroku and OpenShift are both pretty similar in how they give you a nice bit of free computing space if you just want to deploy something fast and simple, like a static Jekyll site. But this tutorial might also be targeting anyone who's fed up with Heroku as well.
