A Potential Resource Problem for SDNs

A new article on SDN Central sees potential problems in software-defined networking's future if network engineers treat their resource allocations like they're unlimited.  This is a common problem for software deployment, where virtualization has caused some development teams to neglect code optimization for the efficient use of resources because they have seemingly unlimited compute power.

If every application can manipulate the network configuration and request resources, how and where do you resolve conflicts? (And who resolves them?) Don’t we all always want the best service, the fastest link, the lowest latency?
