Thanks for adding this, Akshara. The usage-vs-rate distinction still trips up a lot of teams almost two years later, so it's good to see it holding up.
The attribution problem you're describing is the real bottleneck. Policy enforcement tools can tell you something is misconfigured or idle, but tying that back to a specific team or project after the resource is already gone is a different problem. Appreciate you disclosing where you work, and it's a fair point that most open source tooling stops at enforcement and leaves the cost-mapping layer for someone else to build.
Curious how you handle attribution when ownership tags are missing or wrong, since that's usually where these systems break down in practice.

That was a concern with software development in general not saying that Java developers were any better or worse just that more care needed to be taken with the process.
