Perl 6 was renamed to Raku in 2019. It’s a different language, and although I’ve written about integrating it with Perl (here and here), it hasn’t been my focus.
There is a great list of resources on learning Raku on the official site.

I don't think that technical debt goes unaddressed because "engineers think feature work is more important." Rather, it's usually the business (including product management) that views feature work as more important. Engineers are just following their direction.

As I mentioned in the article, the perlstyle documentation page and the perlcritic and perltidy tools go a long way towards improving both readability and the adoption of best practices. They also settle arguments and merge conflicts among developer teams by instituting organizational policies and then tying them to commit hooks or author unit tests.
